Europe experienced widespread relief on Monday, as the diplomatic emergency caused by the presentation of a new comprehensive peace framework for ending the war appeared – temporarily – to have been stabilised. A senior US official spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its countermove: an extensive attack of rocket attacks on Kyiv.
The Pattern of Negotiation and Warfare
The chain of opposing developments captured the harsh reality of the recent timeframe. By day, political struggles are waged: hopeful statements are released from various governments. Immense energy is expended on restraining particular approaches. By night, the Kremlin brutally reminds the world that, for them, military action persists as the primary tool for achieving "peace".
After-Dark Attacks
As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was exposed. Ukraine is able to track rocket firings from Russian territory, a capability provided through up-to-date information. From observation points, defense planes that had been dispatched to intercept incoming cruise missiles flew past – sophisticated military planes provided to Ukraine by NATO members.
Soon thereafter, Kyiv's air-defence systems activated: several firings deployed against a hostile projectile. This was a advanced protection mechanism at work, most likely provided by allied countries. Every firing jolts you unexpectedly, causing tremors. The brief panic quickly transforms into resigned acknowledgment: possibly the incoming missile won't strike its target this time, sparing the city from catastrophe and further power outages.
Persistent Threats
Not long after, a heavy machine gun opened up on a drone close by, part of a mobile-fire group – probably allied-provided weaponry. Sadly, the bullets missed the enemy aircraft – it maintained course toward its objective.
Periodically, this continued until dawn. Kyiv awoke to the early updates: several casualties, devastation and utility failures in many homes as a result of the night's assault. As always, everyone still went about their day – experiencing conflict. But those entire period demonstrated Ukraine's vital need on international aid – a reliance that regional partners are demonstrably unable to fill in the near term.
Failed Diplomacy
The 28-point plan from American leadership sparked intense emotion, discussion and profound anxiety – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after earlier high-level meetings and international summits.
Every new initiative from Washington follows the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, manages to fend off. They stabilise the situation but never actually achieve victory. This trend will, undoubtedly, endure.
Strategic Calculations
It is tempting to accuse particular leaders of consistently pushing Moscow's conditions. But that does not seem to be the whole story. US administration works based on a principle well known to seasoned negotiators: you cannot secure via talks what you have been unable to protect through force. The White House assumes that it is unfeasible to force Russia to abandon the land that it already controls in Ukraine's occupied territories.
The issue is that while accepting these circumstances, Washington does little to prevent Kremlin actions, through words or deeds, from believing that the situation will not change more in its advantage in the near future.
Opposing Positions
Therefore, the Kremlin is certain that the clock favors them – that Ukraine and its supporters are coming close to fatigue. Their incentive to sign a deal that does not give them the greatest potential benefit is close to zero. There may be many attempts to achieve ceasefire, but they will persist as long as Russia's government remains completely certain in the outcome.
On the contrary, Kyiv believes that Ukraine can still endure, slowly losing lives and land but averting a total frontline collapse until circumstances change in its advantage.
Existing Situation
Factually, there are no genuine requirements for a truce. Now, subjective factors are becoming relevant: personal goals to negotiate peace and obtain worldwide acknowledgment, and Kyiv's dual difficulties – on one hand, not to distance important partners, and on the other, to mobilize citizens around the national cause against any initiative Kyiv finds unworkable, so that their attention does not shift toward internal issues. And although their task will now be much harder after recent developments, it remains very improbable that this will alter their fundamental strategy.
These two forces are guiding negotiations.
Conclusion and Outlook
It took a only one week to terminate the suggested clauses of the most recent proposal. Assertive and inconsistent approach of the matter by American leadership, pushback by Ukraine and the rest of Europe, along with soothing efforts of representatives, and finally, current information leaks, all achieved their purpose.
While new initiatives based on old ideas are approaching, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are based on Russian demands and demonstrate particular unwillingness to alter the situation, if they remain united and improve their protective measures at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the coming months, primarily depend on sustained allied backing.
